At the invitation of Prof. dr. dres.h.c. mult. Rainer Arnold, Head of the Jean Monnet Chair and Secretary General of the European Constitutional Law Network, and the President of the Constitutional Court of Lithuania, Prof. Dr. Dainius Žalimas, a delegation of the Constitutional Court of Albania composed of Mr. Aleksandër Toma, director of the President’s Cabinet, and Mrs. Arta Vorpsi, legal advisor, participated in the XXII International Congress of Comparative European Constitutional Law, which took place on 04-05 October 2019 in Vilnius, Lithuania.
This International Congress has created a long tradition now in bringing together in an international forum academics and constitutional judges from many countries of the world. The theme of the XXII Congress was: "Developing the concept of democracy in constitutional justice".
Mrs. Arta Vorpsi held a presentation titled “(Anti) constitutionality of the constitutional amendment and its effects on parliamentary discretion”.
