At the invitation of the Association of Constitutional Courts using the French language (Association des Cours Constitutonnelles ayant en Partage l’Usage du Français - ACCPUF), a delegation of the Constitutional Court of Albania composed of Mrs. Vitore Tusha, Acting President of the Court, Mrs. Jonida Kondili, legal advisor, and Mrs. Thomaida Xhoxhaj, specialist at the Department of Public and International Relations, participated in the 8th Congress of this Association, which was held in Montreal (Quebec), Canada, from April 30 to May 3, 2019.
The 8th Congress of ACCPUF was organized in close co-operation with the Supreme Court of Canada.
The Congress was opened with the greeting speeches by the President of the Supreme Court of Canada, Mr. Richard Wagner, the Deputy Minister of Justice and the Deputy Attorney General of Canada, Ms. Nathalie G. Drouin, the President of ACCPUF and at the same time the President of the Federal Tribunal of Switzerland, Mr. Ulrich Meyer, the President of the Venice Commission, Mr. Gianni Buquicchio.
The participants’ questions and discussions were mainly focused on the constitutional protection of legal certainty, the manner in which ACCPUF members (constitutional courts/councils, supreme courts) take this principle into account when exercising constitutional review and their decision-making techniques.
On the 2nd day of the Congress proceedings, the General Assembly of the Association approved as follows: the three-year financial report of the Association; amendments to the Statute and the Rule of Procedure of the Association; changing the previous name of the Association into the “Association des Cours Constitutionnelles Francophones - ACCF”; acceptance of the application for membership of the Constitutional Court of Luxembourg; the proposal for partnership with the Conference of African Constitutional Jurisdictions; new candidacies of the Bureau of the Association; as well as the three-year program 2019-2022 of the Association's activity.
