In the framework of the drafting of the Strategic Plan of the Constitutional Court of Albania, as well as the continuation of several meetings and joint roundtables previously organized for this purpose with representatives of the OSCE Office in Albania, on February 20, 2020, the international activity on "Concrete steps for drafting the Strategic Plan of the Constitutional Court for the period 2020-2023" took place in the city of Korça. The event was attended by the working group of the Constitutional Court set up to draft the Strategic Plan, representatives of the OSCE Office in Albania, chaired by Claudio Pala, Head of the Department of Law and Human Rights, representatives of the Constitutional Court of Kosovo, as well as the international expert in this field, Mr. Shefqet Berisha.
The event opened with the greeting speech of Mrs. Vitore Tusha, Acting President of the Court, who stressed the importance of drafting the Strategic Plan for the Constitutional Court of Albania, in terms of defining and achieving its strategic objectives, seen also from the point of view of the Europeanization of the constitutional right and the aspiration of the Albanian people to join the European Union. This plan will identify the most important issues, preparing the Court for overcoming the challenges of its re-establishment period, in accordance with the mission given to it by the Constitution.
Afterwards, the discussions were focused on the concrete steps that should be followed at all stages of the Strategic Plan preparation process: setting strategic objectives and priorities, defining the mission and vision that this plan aims to fulfil, specifying the methodology of its planning, identifying and analyzing problems that should be addressed, establishing the financial costs, etc. The working group of the Constitutional Court of Albania expressed the maximum commitment regarding the fulfilment of the legal obligation to prepare this plan in the shortest possible time.
During the meeting, the representatives of the OSCE Office in Albania, as well as the delegation of the Constitutional Court of Kosovo, expressed their good will and readiness to provide technical assistance, and any other necessary support at all stages of the drafting and implementation of the Strategic Plan of the Constitutional Court for the period 2020-2023, in order to increase integrity and strengthen institutional independence.
