The Constitutional Court of the Republic of Albania, with the support of the German Foundation "On International Legal Cooperation - IRZ", organized a seminar on the topic "Constitutional complaint on theory and practice", which took place in Tirana on 16-17 November, 2017.
The seminar was attended by legal advisers and administrative staff of the Constitutional Court. The lecturer was Professor Dr. Jan Bergmann, President of the Senate at the Administrative Court of Baden-Württemberg, Germany.
On the first day of the seminar, various topics were discussed, such as: European dogmas of human rights; competition of fundamental rights and the clash of rights; categories of human rights; the prerequisites for the admissibility of a constitutional complaint in Germany; verification scheme in the case of fundamental rights of equality; reference opportunities in the rule of law (legal state) in Albania.
The second day was the presentation of the handbook "The individual constitutional complaint, - the German experience and the Albanian perspectives" with authors Prof. Dr. Jan Bergmann and Dr. Arta Vorpsi, legal adviser at the Constitutional Court of Albania.
The greeting speech was delivered by the judge of the Constitutional Court of Albania, Ms. Vitore Tusha, whereas a detailed description of the individual constitutional complaint from the German and Albanian perspectives was made by Prof. Dr. Jan Bergmann and Mrs. Arta Vorpsi.
