Regional Conference "Cooperation in achieving the goal: Ombudsman institutions and judiciary bodies to protect human rights - best European practices and regional experiences,", December 4th, 2013, Pristina, Kosovo

A Regional Conference was held on December 4th, 2013, in Pristina, Kosovo, "Cooperation in achieving the goal: Ombudsman institutions and judiciary bodies to protect human rights - best European practices and regional experiences," organized by Council of Europe Office in Pristina and the Office of the High Commissioner for Human Rights of the United Nations in Kosovo.

The Constitutional Court of Albania was represented at this conference by Ms. Kaliona Nushi, legal advisor.

The objective of this conference was to share and exchange experiences, challenges and practices among the representatives of international institutions for human rights.

 

The conference provided a forum for discussions on various models of interaction between the Ombudsman and the judiciary bodies, and its objectives were to compare the experiences from Kosovo and Eastern Europe Ombudsmen associated with positive developments and problems in the implementation of their mandate when referring cases to the Constitutional Court; the identification of similarities and differences, as well as issues that can be used as a model for the development of the Ombudsman's mandate in Kosovo.

The conference was attended by the Head of the Council of Europe Office in Pristina, Mr. Tim Cartwright, the European Union's special representative in Kosovo, Mr. Melvin Asin, chief of the Office of the High Commissioner for Human Rights of the United Nations in Kosovo, Mr. Joel Mermet, President of the Constitutional Court of Kosovo, Mr. Enver Hasani and Kosovo Ombudsman, Mr. Sami Kurteshi.

The representative of the Albanian Constitutional Court, during the second plenary session of the Conference, made a presentation of subjects that have can put the Constitutional Court into motion, focusing on the jurisprudence of this Court regarding the legitimacy of the Ombudsman.
